245.2:Pk22/l c.2 The Packet January/February 1989 Volume 22 Number 1 Mississippi Library Commission The Packet Agency to remain independent; funding sought for programs The Mississippi Library Commission will remain an independent state agency with a policy making Board of Commissioners barring an eleventh hour effort by lawmakers. "Anything can happen until sine die," lawmakers often say of the last weeks before a legislative session closes. However, at this point there appears to be no effort to amend Unwinding from a day at the capitol, Representative Mitchell Ellerby of Moss Point and Jackson-George Regional Library Director Jane Bryan socialize at the Library Association reception honoring the 1989 Mississippi Legislature. Personnel expert to conduct performance workshops A nationally recognized expert in personnel management, Dr. David Morris of Jackson will present an employee performance appraisal system designed specifically for Mississippi public libraries at a series of workshops beginning March 23. The Mississippi Library Commission contracted with Morris and Associates to develop the system in response to requests from library administrators. (Continued on page 4) reorganization bills to include the Library Commission or to establish a Department of Cultural Affairs. A recommendation by Governor Ray Mabus to abolish the Library Commission and create a Department of Cultural Affairs was omitted in both the House and Senate bills. In the final weeks of the 90- day session the Library Commission is seeking adequate funding for the fiscal year which begins July 1, 1990. House Bill 1420 was approved February 22 and includes nearly $450,000 less than the agency requested. House Bill 1420 has been referred to the Senate Appropriations Committee where legislators will again study the agency's request for an appropriation. If the version passed by the Senate differs from the House version, the two bills will be referred to a conference committee appointed by the Lieutenant Governor and the Speaker of the House. Conferees from each house will develop a compromise bill that must be approved on a floor vote in the House and Senate. The deadline for final approval of conference committee reports is March 27. The session will end with sine die on April 2.
